I don't think that many people fully understand the OP.  The article is poorly translated and leaves a few things up to question.

I know. But what is clear is that they are not charging so you can use the WiiU Pad as a TV controller. It's for the TVii thing, and surely is going to be a Japan only charge.

That I think depends on who they get their guide data from, if they have to recoup a cost for guide data they may actually charge something akin to $1-1.50 outside of japan, as it is they charge 50 cents for Nintendo Network accounts for minors (for verification an adult is setting it up I believe).

I also expected this. If Nintendo did this, I would learn to love only one channel on my television... 
(Or more likely, I'd just use my TV remote. Not that hard.)
