Modern Warfare 3 did. It came out exactly 1 year ago today.
Current sales according to VGChartz:

360: 14.63m
PS3: 12.47m
Total: 27.1m

I'm not even counting the PC(retail) and Wii versions which add another ~2mil to that.

The game came out in the holidays though. I doubt GTA V could reach that on a March/April release.......I think the 25m prediction is way too optimistic.

PC version is definitely in development. 
Wii U? Highly unlikely.

There's a good chance GTA V will be ported to PS4/720 so if that's when a possible Wii U version could come out.

I think it all depends on how Black OPs 2 sells on Wii U. If that game can't sell well, no other M-rated game can.

Economy situation is irrelevant. Look at the iPad and iPhone sales these past few years. 

im with Divnich i believe 25M in 12 months is totally possible and it may be even higher look at CODs 12 month sales on just both ps360

the later your into a gen the more front loaded SW sales get ex. COD Halo Gears even uncharted these games sequels all achieved there prior LT sales at a much faster rate.

and the fact that for the past few years there really hasnt been any break out game (at least for me) its been the same thing year after year or after every 2 years GTA5 is that "it" game that gamers have been waiting years for. especially since most got there last gta fix way back in 2004, it also appeals to all audiences, its not just a FPS or TPS

To put this into a comparison, here are some of the other best sellers in their first 52 weeks. These are all estimated with the graph tool, and may be up to 500 thousand off.

Call of Duty: Modern Warfare 3 - 27 million
Call of Duty: Black Ops (Ps3 + X360) - 23.8 million 
New Super Mario Bros. Wii  - 16.8 million
Wii Sports Resort - 16.3 million
Wii Fit - 15.8 million
Mario Kart Wii: 15.1 million 
Grand Theft Auto IV: 13 million

There are a few ways to view this.

1) Can Grand Theft Auto V sell as fast as the fastest selling Call of Duties?

2) Can each individual version of Grand Theft Auto have nearly as good a first year as Nintendo's top titles?

 3) GTA V will most likely sell 8-10 million first week. Mario Kart Wii did 1 million. Can GTA V's week 2-52, all versions combined, manage to match Mario Kart Wii?

The third one definitely sounds like it should be possible. The first way of looking at it also makes it sound possible, and I don't see why the second one should be impossible either.

I think 25 million is a perfectly reasonable prediction.

I don't know about that, but it will easily pass that in it's lifetime at least
