Exactly where is this 25 million in one year prediction coming from? GTA IV is 4.5 years old. Even with phenomenal first week sales and great legs, it has only sold 19.95 million on PS360 to date.

I think it's definitely possible. It would need amazing marketing and word of mouth. Of course the game itself would need to be amazing as well. Lots of sites gave GTA IV a 10/10, how can GTA V top that?

You sure about that? It's quite possible it'll be ported to WiiU depending on sales of ports at the launch of the system; hence no announcement.
Same with PC, but obviously that's certain to come.

PC version is definitely in development.
Wii U? Highly unlikely.
There's a good chance GTA V will be ported to PS4/720 so if that's when a possible Wii U version could come out.
I think it all depends on how Black OPs 2 sells on Wii U. If that game can't sell well, no other M-rated game can.
