OpenGL used to have a slower development than DirectX, so graphic card manufacturers used to develop proprietary instructions to "show" features not yet included in the official implementation of OpenGL. We have an example of this in the DirectX API with the Memexport instruction in the 360, not included in the PC version of DirectX 9. The Kronos Group develops the newer versions of the Api, so they're more or less at the same feature level as DirectX, so you don't need to use proprietary instructions as before.
I'm not sure, but I believe LibGCM is the name of the OpenGL implementation on PS3.
