Speaking off of human nature, yes. If you give a person the means of killing someone and not having any negative things come of it I bet you 500 dollars they would kill someone.

A human killing another human is socially abnormal. However it is completely normal naturally. SO the question is if you want to go with what is natural or with what is imposed.
