Gamestop would crumble without used game sales and they know it. If PS4 bans used games then Gamestop and other game retailers would refuse to sell PS4 hardware and software. Sony knows they need Gamestop and the other retailers so they can't ban used games.
Unless they plan to cut retail out. But I don't think the world is ready for digital distro.
