Do we know what Koei's expectations were? I often hear Famitsu mentioned, but their sales estimates have no bearing at all on a publisher's expectations or profits.

I personally don't know, but I can't think their expectations were the double of the Famitsu ones...clearly the game is declining in Japan, and even on PS2 it reached only 500k; add the fact it isn't that great of a game (technically speaking) and that the genre is not popular on Wii. 300k LTD sounds a great goal IMHO in Japan.
The thing Koei needs to realize is that with the ridiculous over-saturation of these type of games, gamers (both Japanese and foreign alike) are going to be much more selective over which Dynasty Warriors/Samurai Warriors/Orochi/Dynasty Gundam (it's getting ridiculous!) games they buy. They're not going to buy them all. Methinks that fans of these type of games are mostly going to go with Dynasty Warriors and Dynasty Warriors Gundam (since they are crazy for Gundam over there), the main series, which happen to be on Ps360 and give a pass or maybe rent or buy used the spin-offs like Samurai Warriors/Orochi/etc.
Orochi didn't exactly light up the charts on Ps360 either. Where's the outrage? The Orochi games dropped off significantly in sales from the PS2 generation. It's clear that gamers are getting sick of this saturation. I've never played a Dynasty Warriors game or its spin-offs but if I did, I would get sick of KOEI's milking of the series. It's like KOEI has nothing to offer to the gaming community but the same damn games over and over again. They have turned video game development into a factory line process and took all the soul and love out of it. Good job. I understand this is the business but chances are, you`re going to come out with a better product if you actually enjoy doing your job. And I doubt most Omega Force (or whomever is the developer) employees are exactly thrilled about working on Dynasty Warriors spin-off no. 3458, being rushed out to complete generic games as if they were on an assembly line.
And there is the 18th 3rd party to complain about the Wii not making them money. I'm starting to wish they'd all just leave the console already so we can quit hearing their constant whining.
These third parties can't seriously be losing that much money on the Wii compared to the HD consoles when they pour 3x the amount of money and resources on their HD projects, on consoles that have a much smaller userbase than Wii.

All they said was that SW3 underperformed, and it did. They didn't 'blame the Wii'.
There's no need for defensiveness on this, both Capcom and Namco Bandai have just shown that their good sales were on Wii, it's no big deal if Koei's heavily milked franchise isn't performing on Wii.

Can you show me the source where you saw Capcom and Namco Bandai state that the Wii is where they get their good sales?

It's in line with the Musou debuts elsewhere...
...honestly, I don't think it'd have done much better on PS3. It's only about 100k behind SSM6, which is the closest the two series have ever been. :/
