The "Z" rating is similar to the NA "AO" rating and means that games cannot be on public display in shops. However, unlike the NA rating, it does not mean that most stores will not stock them, or that the consoles will not support them.

Considering this is the very first Assassin's Creed game, what makes you say AC "wasn't so popular in Japan already"?
