They were going to put it in, but the budget wouldn't cover the extra cinematic sequences, so the content was cut.
Why blame Capcom for this? They can't afford to fund infinite cutscenes, so they shifted the content into DLC so they could earn revenues to justify the expense of the cinematics.
I just don't see the controversy here. Unless you're going to argue that Capcom should have gone with the comic-style exposition to save costs.
