Again, Fallout 3 isn't a FPS/RPG hybrid. It is an RPG with very few shooter elements.
Fallout 3 is as much an FPS/RPG as Modern Warfare 2 or Team Fortress 2 are.
Deus Ex. Without a shadow of a doubt. Everything else is irelevant :P Quite simply, the greatest game ever created.

To be fair, that was because Invisible War became less of a hybrid and more of an action game. Annoyed a lot of fans.
