Ah misread your post. Yeah 700 is on but not 800. 730 with a FW of about 500k is a reasonable guess.
COMG! is a chain retailer situated in the Niigata Perfecture in Japan. They have about 15-20 stores.
Those points either represent the amount of pre-orders at one particular store or the average of all their stores or something like that. So in general yes, 1 point = 1 pre-order.
But then you have to extrapolate that to all stores in Japan. And there's easily more than 1,000. And not all of them are big or situated in a crowded region.

It still gives us a sometimes very accurate idea of how a game is performing.
Recently we saw Resident Evil 6 performing very well on the COMG chart and it ended up performing very well in real life too. All our predictions were pretty accurate. We knew RE6 was doing better than RE5 because of the COMG chart.
I do believe Thesource had access to actual pre-order numbers but he's always been way too selfish to share them with us.

I'll try to answer as people got dereailed.
First of all, yes, I think we all read it C'oh my god. That's a fact :)
Now, you can only read this chart as a hype meter. COMG is a reailer, but not a big one, then we can't really predict the whole sales of Japan from these charts.
Even if people deny it, we often assume that 1pt= 1k of sales. However that would could work for certain Nintendo titles. That's because the store is quite PS centric, we've seen that may PSP/PS3 titles chart, but they don't really do well in the Media Create weekly chart. Then we can assume COMG has a certain PS bias, which overhypes PS titles. There has been cases where some titles do not even chart in the COMG and then MC tells us that they sold over 50k copies in a week (quite decent for Japan).
My point is, even if you can't really translate points to sales, you do get an idea of how a game is going to perform, specially with sequels. We predict sales, based of how other game have performed. That part I can't really explain it, you'd have to follow the chart and start making your own parameters.
