Interesting question - I presume you mean a true, cop orientated version of something like GTA vs games like Crackdown and the like.
Clearly, the general market for this stuff isn't interested. The majority of gamers clearly want to be the bad buy, to be Tony Montana, etc. and behave badly vs play a game where they're supposed to be stopping such behavior.
It would be interesting to see, no doubt about it though.
It's not open world, but it'll be interesting to see response to Heavy Rain where it appears you play as a cop and some 'normal' joe's vs the usual hero or bad guy.

yeah i understand people want to be the bad guy, but watch training day. denzel washington plays the absolute most corrupt bad-ass cop in existence. and he does it with authority, the law on his side, and he controls the town.
i'm thinking of a cop game where you can choose if you want to be a good cop or a bad one.

Ah, okay. Yeah that kind of game would stand a chance, although I suspect I know which type of cop the majority would chose!
In the end I guess a lot of people see videogames as escapism, in the same way a lot of people are only really interested in movies as escapist entertainment, which tends to angle their content away from more responsible behaviour or complex depth.
I personally think there is a growing market for more complex experiences delivered by videogames, so am looking forward to seeing how well Heavy Rain pulls of its goals, and the idea of a game with more complex characters such as the great Denzel Washington in Training Day certainly appeals to me - I'd buy it! Particularly if Denzel delivered the voice over.

that would be the top game on my list. denzel's voice in a game! the ending sequence in training day is still the best monologue ever in my mind.
