Neither, if you want to go cheap then buy "A Boy and His Blob". Certainly is an addicting game and suitable for your bro. Also if I had to choose between those two games above it would be Rabbids Go Home. Unless your brother is a huge comic fan and you will play multiplayer with him on Marvel, its up to you.

get him wario land the shake dimension instead (http://www.play.com/Games/Wii/4-/6038660/Wario-Land-The-Shake-Dimension/Product.html?ptsl=1&ob=Price&fb=0)
its pretty cheap and new.
the game is easy and deep, if you want 100% it could be quite challanging. The game is colorful and most importantly its fun. i'm sure he could manage to beat it it, its quite difficult to actually die in this game. i havent played previous wario land games, but compared to 2d mario, you have hearts (HP/Life) similar to zelda games.
unless you allready have this game.

What he said
Rabbids Go Home seems like a great choice. At 7 he'll get a lot of laughs out of it, and it should be easy enough for him to beat.
When I was that young I was playing Super Mario World on the SNES, and it was extremely hard. If he actually likes to play games that he'll typically lose, then NSMBWii is the way to go (plus you'll get to play it with him)

oh yeah, I forgot about NSMBW, it was Amazon who suggested those 2 games to me, they were going cheap so I figured might as well but NSMBW is a bit more costly for me but I'm almost certain he would prefer that one. I'll see if I can find it cheap if not I'll go with Rabbid and Amazon.
A box of cigars. You can never go wrong with stogies.
Or NSMBW, like everyone else said.
