If they are optional then they aren't really important, would it not be better that all party members are important and contribute to story more, joining you as the story progresses automatically, but that you do not have to use. Then for secret quests and stuff other worthwhile rewards.

I imagine you'd want the quests to be challenge too and not just some boring fetch quest which means you already likely have a good party to roll with. I disagree with "A secret quest that gives you no incentive to complete it usually isn't all that interesting" also, I for one didn't go Mark hunting in FF XII for the prizes. I did for the fun battles and nothing more. |
What you suggested does not net me important characters. What you suggested nets me no characters at all since pre-existing characters aren't related to this whatsoever. You know, a RPG doesn't have to be tied down to just one story and not branch out at all. I find the individual characters backstories and sidequests interesting, like the Yuffie sidequest in Wutai in FF7. Both Yuffie and Vincent felt properly fleshed out and had relation to the story while still being optional characters.
