PS3 hasn't officially launched yet in Brazil

Yes, but extra officially... And yes is cheaper, cause you can Mod a X360, while PS3 can't be modded. Still, the userbase must be bigger in the PS3, cause mostly people buy it abroad, like I did and like most did with their PS2. The thing is, since you'll spent a fortune with PS3, buy it abroad and also bring some games, while with thee x360, people buy it here and pirate the heck out of it. At least that's the only reason I can think of. BTW, the wii is the most expensive console, if I'm not mistaken...

PS3 is cheaper here because it just isn't selling really good. XBOX360 sells a lot more (like 5x more) because it's hackable.

About PS2 launch here, it's just stupid. We have every console here since they are released in US.
