On this contest, Kefka without a doubt.

Kuja is also one of my other favorite villains because he (maybe not literally) had some balls. Unfortunately, most Americans didn't get the whole satire of him looking like a girl.

Eh...there was sature involved with him? Haven't played the game for a long time, so...

Kuja was originally going to be a girl.  But yeah, it was satirising the Japanese anime / manga tendency to have androgynous men.
When Brahne called him "Lady Face."
Also, dissidia pokes fun of him looking like a girl as well.

"Naturally the common people don't want war: Neither in Russia, nor in England, nor for that matter in Germany. That is understood. But, after all, IT IS THE LEADERS of the country who determine the policy and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is TELL THEM THEY ARE BEING ATTACKED, and denounce the peacemakers for lack of patriotism and exposing the country to danger. IT WORKS THE SAME IN ANY COUNTRY."  --Hermann Goering, leading Nazi party member, at the Nuremberg War Crime Trials

Conservatives:  Pushing for a small enough government to be a guest in your living room, or even better - your uterus.

How about:
GLaDOS from Portal, or Andrew Ryan from Bioshock (the world became hell and he created it)?

The problem with Golbez isn't so much Golbez as Zeromus.

Goblez is a really effective and cool villian... but it feels like Zeromus really takes away a lot as a cliche (oh this evil guy made me do it) moment.

On the one hand it gives him a chance for redepmption... but on the otherhand it almost feels like you should excuse his being evil from the beggining unlike the other characters whose fault and redemption feel more "real" and of their own making.

I think it would of been a lot more effective if Zemus was ressurected without the whole "mind control" thing.

I prefer to see Zemus - not as a character, but as an embodiment of hatred itself. He didn't really control Golbez any more than Golbez controlled Kain - it only brought out things that he very badly wanted anyway. Golbez's fall and his redemption was still very much his own.

THEODOOOOOOORE

Before anyone answers, they should ask themselves which villain actually succeeded?

Kefka.

There is psychological reason behind it..

That was a great line, lol twisted nutcase, but i prefer sephiroths "To the Promised Land..." mmm it sounds more classy.

Seraphic please don't get in a quote fight with Kefka

There are like two JRPG villains that match him for quotability and one of them requires a LOT of context

Neither is Sephiroth
