@Kasz: Magically getting the correct letters becomes a lot easier when you know which ones you need. Any nine year old can make a poem where each lines starts with the corresponding letter in their name. It's comparable to rhyming, maybe even easier since there are fewer letters than rhyming sounds.

If you look at the memo it's not like the margins are fudged in the least bit.

How long do you think it would take to perfectly craft a memo in a second langauge that has the margins perfect.

You'd probably be sitting at your desk with a thesaurarus for an entire day at least.  Which is far too much time for a Govoner.

He even got 'Fuck' and 'You' split into two words by putting them in different paragraphs.

So you think that rather then governing he spent the entire day in front of a word processing program perfectly crafting this veto...

I don't make any assumptions about how long it took him at all. Afterall, you just made that one day number up out of thin air.

Ok, lets have an expierment.  English is your first langauge.  But how about you try and craft me a message that spells the same thing with perfect margins explaining why Arnie did it.

Lets see how long it takes you, a native english speaker with a much bigger lexicon with a wider subject.
