OK, this is what I got.
There's only one case for axum to be telling the truth: There's a mafia cop (or whatever it's called, something that can find roles for the mafia) AND a mafia prostitute. The mafia cop had investigated axum on night 1, and now the prostitute targeted him. Then son1x would be mafia (might even be the prostitute), and he consensuated with the fellow mafia members to fake a roleclaim in hope to lynching the cop. Given that exchanging a mafia for a cop doesn't seem to be a bad trade, they went ahead and framed axum
That's the only way that what axum says could be true. Now, what we have to ask ourselves is, how likely is that possibilty?

See my only question to that is if two mafias existed wouldn't more kills happen. I think you vigilante theory works best, namely because ninja death is labeled under "others".

It would require there to be two Mafia: unlikely, but possible.
