You'd expect lower with a row of 7s like that, it should be in the 7.5-8 range.

The actual review reflects the score, but not the numbers for each category. I find that odd. I know it isnt an average but it only had one 9.0 out of the 5 categories.

He spoke highly of the game though.

lasting appeal is all that really should matter

Presentation, Graphics and Sound aren't really important in a fighting game. For a more extreme example, IGN UK's Football Manager (or World Soccer Manager as they call it in America):

 In a football management game, Graphics, Presentation and Sound aren't really important. It's only Lasting Appeal and Gameplay that matter.
