No not really, characters appearance helps make the character, for instance Frank West has a Camera sun glasses and a leather jacket, one might think he goes around on a motorcycle taking pictures or something, and he has a personality.

Broly and Kratos do not, Both are buff, both look "bad ass" both have dull personality's and both are half naked.

So a guy with 2 swords that are attached to chains that are seared to his wrists and has a pale white skin with a scar on his stomach that you could have probably fit a basketball through is not an interesting looking character?   OK

He looks "bad ass" just like any other character out there, this hole idea of a "bad ass" character is becoming cliche, why do you think Action movies died out? There all becoming the same.

And he has no personality. 

Well I cant help you then if you think he has no personality. Cause the guy you mentioned and described looks and sounds boring, and he could have an equally boring personality.
