Save file importing from ME1 isn't a requirement for any version of the game. Importing your save file will have some effect: characters who died in ME1 remain dead in ME2, in addition to effects based on decisions you made in ME1 -- though the extent of the latter isn't clear. BioWare is clearly going to make it so those who didn't play the first will be able to get into the second.
