I'm not too sure wheter revealing her name is a great idea. But there are several artists who give reference to "The Strategist".

Ian Champion: Lt Cnl Nader (USA) ; Sergei, Nikolai (Russian) ; General Macnaught (British)
Kelly Freemantle: Katia Kallinikov [Russian Female]
Paul Dunphy: Various Russian Evil People
Daz Kaye: Grigori Bazhukov
Sarah Strange: Maria Leptine (Russian Accent) ; Linelle Meredith (English Accent)

"Within the last 12 months, Pit Stop has been chosen for projects with SEGA, Sony, Codemasters, Microsoft, Kuju, Rockstar, Climax, Empire, Team 17, Gamerholix, and Blitz"

So it's neither made by Sony or Microsoft. Headstrong/Kuju probably, they have several Wii games in development. I'd say it's a British studio though as Pit Stop is a British company.
