Well it has already been clarified by him on Eurogamer. . If Gears comes out in the next 3-4 years it will be on Unreal Engine 3, if on Next gen consoles it would be on Unreal 4. That's what he meant to say. There was no way they were gonna wait 3-4 years for the next Gears of War
