I don't think their strategy failed. They wanted to slow down the PS3 by starving it and it's what they have accomplished.

Xbox360 in Japan: 1.15 million
So this worked pretty well for MS.
And what the hell did the author expect? Every "Japan exclsusive game" (what is this btw?) he mentioned has an attach-rate of a little less than 20%.. what a failure...
Just to show you how impressive this is, regarding the relations: Gears of War 2, a very successful game, has an attach rate of 16.9 % in the west. Star Ocean 4 has an attach rate of 18.1% in Japan. So for Japan X360 users, Star Ocean was bigger than Gears of War 2 for us western gamers.
You really have to see things in perspective.
Imagine not having GamePass on your console...

I just got back from Gamestop. They had The Last Remnant, Star Ocen IV, Blue Dragon, and Tales of Vesperia. I live in America. Therefore those games are not Japanese exclusives.
^Actually, we would have to see how long was the first Xbox available in Japan. Remember the first Xbox didn't fare to well anywhere, and it probably got taken out of the japanese market quickly. Doubling the first Xbox install base , the 360 may have an underwhelming result at best considering this time MS spent A LOT more resources, marketing, games, and the console is still very available even after 4 years, but the sales certainly don't show it. Wasn't the first Xbox DEAD WW only after 4 years? So the first Xbox basically sold its LDT numbers in less than 3 years time in Japan.
Good thing I don't live in Japan...cause I wouldn't buy any of those games.
Country economy would fail if I was in charge of spending money on JRPGs...

It did 16 million in America, for a first time console out for 4 years I think thats a pretty solid figure.
