I think NA has such a boost in sales during the winter holidays that it's hard to compete. It won't even be because of bundle either. It because of there is a boost in sales in NA that Japan doesn't have according to passed vgchartz data.

360 bundle because more console sold in America than in Japan.

I'll say FF13 wins out...but the reason is because FF13 is a console exclusive to Japan, whereas MW2 isn't. Sure, MW2 might be the best seller on the 360 this holiday season, and this year, but at most, I see 600K-700K of these selling, while I see about 1 million in Japan for FF13 bundle.

My monies on FF13, 2:1. It is exclusive, released in time for Japan's biggest holiday and present giving period (new years) and it is the 1st ever HD FF game in a JRPG crazy country. Huge!

FF XIII Bundle, is my vote.

It could be closer than any of us think though.

I would say the one that has more bundle units to sell, because problably, both will sell out. The thing with bundles like these are the unique/collection caracteristics. How many FXIII bundles will be out? For how long? Same with X360 MW2....And problably Actvision will lauch PS3 with it to boot....Anyway....forgeting these parameters....I go with PS3 an the FXIII, just because I was there in Japan during FXII launch and saw what a beast it was.

I've not looked at the FF13 package, but I know the game series is huge in Japan. The problem is we don't know what it is going to include, but I'm assuming it's going to have the rumored 250GB HDD and an extra controller. If not...I'm not sure...alot of ps3 will already have been sold by this package's release.
