Well a lot of anime characters and JA game characters for that matter utilize the naughty school girl uniform with pig-tails approach. Not surprised to see the thigh highs with mini-skirt approach in another Japan created video game.

Oh, on another note......I am not complaining either. I like the look......(insert creepy laugh)
