That's a dog. A mexican hairless dog... possibly crossbread with a coyote. (Yes it can happen.)

The Chubacarba is supposed to be like a freakin lizard.

Chupacabra has definitely not been proven. So far there have been wolves with severe cases of mange, and some other hairless dogs. But nothing that even remotely resembles the creatures of modern myth. It's like I just find a pretty horse and say "Unicorns are confirmed".

The Truth Is Out There 
theres an X-Files episode that mentions the Chupacabra
catch one and take dozens of pictures on land in high resolution from multiple angles....then I'll believe...before then I don't even pay attn to these things because its almost always a hoax.
The rare occasions when it isn't a hoax it will become big news and I'll find out a bit later than most....which is far better than wasting time on every hoax that comes along =P

IIRC it turned out to be brothers who had some sort of fungus growth catalyst and they ended up looking really, really weird.
