Ok, as a recognised arbiter of truth on this website, I would like to weigh in.
I would personally hold aggregate review scores above sales in terms of games quality. However, that is not to say that sales are irrelevant. But whilst some titles will have their quality (based on sales) artificially increased by aggressive marketing campaigns or flashy graphics (Assassin's Creed), others will sell tremendously based on their wonderful quality (with or without marketing) such as Gears of War 2 or Bioshock.
Of course, game sales may effect the chances of console manufacturers gaining future exclusivity from third parties (for example, underachieving sales from Killzone 2 and Haze make it unlikely Sony will be securing any large third party shooters for the PS3), but that doesn't really have an intrinsic effect on quality.
