Yes, and the Firefighter attempts to stop him. The goal of the arsonist is to be the last person left alive I believe. If the town wins early, he will lose.

He has to be one of the last two alive.

The thing is, I think the town can't win until the arsonist is gone. I could be wrong, though.

According to mafiascum's wiki, the Arsonist's alignment is "Third Party."  This means that he doesn't win with the townsfolk or mafia, he needs to be the last person alive to win.

Also, that in no way contradicts what I said. I'm pretty sure that we the town have to get rid of all the Mafia and the arsonist.
