At least partially. I've always said that the way people acted afterwards was so extremely silly that it was impossible to believe.
First and foremost, we're talking about an imaginary title. No one "wins" wrestling titles, they're given to them based on what writers and booking agents decide is good for business. Sure, the guy holding the title gets a bit more attention, but he wouldn't be there in the first place if he weren't doing a pretty good job of getting himself over. For the guys at the very top, having that belt or not doesn't make all that much real-world difference.
Now, it's quite possible that Bret Hart didn't know the finish was going to happen that way and that he was angry about losing to Shawn Michaels in Canada and being mislead. That wouldn't really surprise me. However, all the stuff that came after, the heights to which the controversy climbed, it's hard to swallow.
If you want to look at the effect it had on the industry, it was the absolute best thing that could have happened for the WWF and Vince McMahon. It vaulted McMahon to legendary heal status almost instantly. It harkened back to the the old days, to when people really and truly hated the villain. It was perfect. All that publicity would also have been great for Hart, if his career hadn't ended soon afterwards.
I don't know if Hart was in on the original plan or not but I do believe both sides knew it was in their best interest to keep blowing it out of proportion and I think Vince had every intention of turning it into an important part of the narrative of his character.
