I could see Triple H being considered great based on his kayfabe successes and being a good jack-of-all-trades, but he's not really exceptional in anything.
He's a good speaker but not great, can't have a great match without a great opponent, he has a physical presence but can't get over solely with that, doesn't tell stories that haven't already been told, his ringwork isn't as tight as it could be etc. IMO he's struggling to break top 50 of US performers, let alone top 25.
And since we're talking about Triple H - while his on-air character tends to come off quite strong, he's also the most vulnerable to storyline losses IMO. It's kinda hard to explain, but if , say, Undertaker or Cena lost a big match once in a while, no harm done. If Triple H loses a big one, his credibility tends to almost always take a huge hit despite the match, the opponent or the decision - it's almost as if he's never had a solid base for his supposedly high status as a main event player.
