I don't know that the content is that short. I know it's a bunch of short games but you could consider half life 2 through episode 2 one whole game/storyline. You're looking at 9 hours for half life 2, 4 for each of the two episodes and 3 hours for Portal for a total of approximately 20 hours of single player gameplay. Then you got Team Fortress.
It's basically if you doubled Bioshock's single player and added a good but small multiplayer component with 6 maps. Not too shabby for 60 bucks.
Oh, I also think it's being reviewed as one game because two of the games have already been out and it becomes tedious to re-review them then put up 3 seperate reviews for the new games. I guess since it comes in one package to the player, it should be reviewed as one product.
