XNA is a free tool which allows you to develop games for PC, 360, and more recently Zune. It has built in libraries for 360 features, making it easy to integrate console features for indie developers. If you want to test them on the 360 you need to pay $99 a year for the creators club. When you put it up on creators club, other members play the games to test them out, rate, and make sure they follow the XNA Terms of Service. You do need to have a understanding of programming to make the games, but its a easier way of doing it
