Also I think users should have to agree to the rules, sort of like with a EULA, before their first post. I don't think redundancy is a bad thing.

Well, i just would like to say that the gaming forums I read most are this one and gamefaqs, cause I prefer cleaner and lighter interfaces, so please, i know you guys will do a good job but don't fill the main page with lots of stuff and flash links and tabs =)

What about preventing new users from creating new threads?? Those kind of threads are not that commun, but the bigger VGCForums is, more similar threads we'll see. And while new users cannot post new threads, they can freely reply on every topics and at the same time get familiar with VGCF, knowing what is tolerated here and what isn't.
