Waiting in general is pretty bad. There's always something better coming up. However, this time we can't even be expecting budget cards: We didn't get budget cards at first when Vista/DX10 was released and I doubt we're getting them right away now, either. Budget cards come later. Besides, 4870 ought to be powerful enough for quite a while and I also doubt games are going to start supporting DX11 seriously until a few years later. Other than that, your advice for 4890 didn't sound bad.
Haven't been very much into PC hardware lately due to no need myself, but that did seem pretty good. Also, it might be a good idea to check the HT someone mentioned; it could be important.
