Yes and no. It has nothing to do with immigration or not, but a low birth rate in a nation is usually a marker for a some kind of stagnation in a society but on other levels.

Yeah, so? Lower nativity is a part of modernization and also related to how quickly people in Western societies have become dependent on getting a high education, to have a career and stuff. But it also has to do with the fact that not as many people need to get kids just to support them when they get old, and not as many people simply dont want as many kids as in the past.
The US birth rates are still a lot higher than Japanese and for example Italian and German.
(2.05 children per woman in the US, compared to ~1.3 in JPN, GER and ITA.
And non-hispanic whites in the US get 1.8 children per woman, so it's not completely related to immigration)
