You can play legitimate games with Dolphin, so it's not exclusively for piracy or anything. You can either run directly off the disc which is somewhat slow, or make an iso of a game you own to use with the emu. If someone wanted to play pirated wii games, it would make far more sense to purchase a wii and take the appropriate steps, considering every game runs perfectly unlike the emulator.
I got it to try the Monster Hunter 3 demo, as I don't own or want a psp. I was also playing around with Smash Bros (with a 360 pad :p).
Wiimote and nunchuk largely work fine from my experience. The only thing that's a bit different is you need a wireless sensor bar or you need to make your own.
