That does not always mean he is the best. The highest paid boxers are not the best, they are the ones that draw a crowd. Same in all sports, however winning usually brings in the money, so quality of play does matter.

I'm not so sure I agree with the classification of Anna Kournikova being the highest paid female tennis player, primarily because (as you pointed out) her income was unrelated to her tennis career ... She made a lot of money off of celebrity endorsements for companies unrelated to tennis, which she would have (potentially) been able to get if she was high profile in any field.
Truth be told, there will always be some people who (for some reason or another) missed their opportunity to play at a higher level in any sport and would have done well; but (for the most part) the people who make it to the higher tiers tend to be the people with the best combination of talent and experience, and therefore are the best people and have earned their high paychecks.
