There was a rumor of it reaching XBL nearly a year ago, however, it was never legally possible. See, Nintendo and Rare aren't friends after Rare pretty much tried to suck Nintendo dry, financially speaking. Rare created the game, but Nintendo acquired the licensing rights for the movie to game rights. Now, since MS owns Rare, they don't want to give Nintendo rights to put the game on VC, and in turn Nintendo won't give Rare/MS permission to use their movie-to-game rights.
So really, its both Microsoft and Nintendo being bastards. Of course, if you want a much better game than Goldeneye, pick up Time Splitters 2. Far more fun.
