That wheel rim in the GT5:P shot is really weird, but it doesn't look like it's suffering from low poly count to me.
Look at the image in full resolution, and notice how the weird non-circular shape only happens on the top-left and not on the bottom right. If a circle is approximated with a low poly count, the error happens all around. Plus notice how the vertices between those "polygons" you think you're seeing there are actually smoothed beyond AA, ie again that doesn't look like missing polygons.

I really can't say what's happening there, though, because I have never played GT:P, nor am I familiar with its looks first-hand. Could it be that we're seeing a "vibration" optical effect there?

As for Forza looking "more solid and less cartoonish", that's up to the lighting/reflection, not to the polygon count. Both games seem to exhibit perfect modeling to me.

Hmm you could be right. Sometimes though because the rim is 3d from many different angles it might be from certain angles of the rim that this happens. It may of been something overlooked. From direct side shots it may look round. Do you get my meaning? Whatever's happening it detracts from the look of the car.

What do you think about my interior point. There is alot of poly's gone into small details of the cars interior in Forza 3. Look how clear the writing on the light swith is up that close. Pretty crazy.

@ Werekitten, yeah I believe it to be the case. How else would they achieve such a radical jump in texture resolution and polygon count. If ever there was a game to showpiece the technology it has to be Forza 3. Though unfortunately I haven't seen that explicitly stated.

What's the exact quote? As it's not the first time fanboy imagination runs wild.

It appears that a closed door demo showed an Audi R8 V10 with about 360,000 source polygons. It seems likely other cars may be derived from a lower polygon count source models.

That sounds a whole lot more plausible than rendering up to 1 million polygons per car.

Unless they use procedural synthesized textures, a crucial bottleneck is storage capacity. Forza 3 uses 2 DL DVDs instead of 1 DVD for Forza 2. So this suggests they either use higher quality textures, or supply more of a texture varierty or a combination of both.

Considering the PR statement it's likely the textures used for Forza 3 take up more storage space (higher quality textures).
