According to the man behind SuperAnnuation, Bert Huntsinger has, via his LinkedIn profile page, worked on the newly announced PS3 exclusive Agent for Rockstar - although it appears he left the company in June 2004.

Bert says he was “one of the Senior Environment artists for Agent and Red Dead Revolver” during his six year spell at the company, which dates production on the game quite neatly, unless we missed something obvious.

I'm guessing they where just sitting around and thinking about it for five years if it really was in development for five years it should have been released already.

This doesn't surprise me. Rockstar said at e3 06 I believe they are working on a ps3 exclusive game, and it wasn't LA Noir, so yeah...makes sense.
