No it isn't Trico Ben Dukta from PSXextreme also mentionned the game several times. Apparently it's a game form a japanese developper, it has been alluded to it in the past (prolly around PS3 launch but we've not heard of it since then) and it may be a well known franchise.

^The guys from Eurogamer have also claimed to have seen said game, but I don't recall hearing that it is from a Japanese developer. I think they said it was an SCEE game.
