470,000.  Almost half a million without a second of TV ads.  If that's selling badly then there are quite a number of 360 RPG's that actually were advertised that must've lost their companies loads of money.

Killzone is not a well established franchise like Halo or Call of Duty. In fact, it may have a negative reputation and image due to the failure of the first Killzone. The promotion/marketing was bad IMHO, and at the very least, was not as big as the two mentioned games, especially Halo. I'll ask the casual owners of PS3, and they'll tell me that they never even heard of Killzone 2.

All that aside, Killzone 2 sold well. 1.5 million (I think), isn't "not sell[ing] much".

The 360 has Operation Darkness.  Valk. Chronicles is a title that would be of more appeal to Japanese players then in the west.  The PS3 has sold more there.  It makes sense for it to remain on the PS3.
