This function has merit, still - if it allows people to avoid each other instead of letting their behavior deteriorate to the point of personal attacks, I see it as a net gain.

I think WoW used "spammer" in the non-technical sense in the OP, referring to members who treat the forums like a chatroom instead of a message board.
