Regarding graphics assets for new games you are right, more development time and/or more talent usually leads to better quality assets.
However regarding sequels (on the same platform, not a big technical gap like PS2 to PS3 sequel), assets can be re-used and polished up. A sequel usually looks better than the original and requires far less asset polishment to be just on par.
Personally I think games like Killzone 2, God of War 3 and Uncharted 2 already demonstrate a big substantial difference in hardware specifications. Also remember the 360 is easier to port to from the PC and had a 1 year headstart and the PS3 includes far more different (new) technology like the Cell and Blu-Ray disc (thus requires more time to optimise for regarding legacy game engines).
Maybe we should show people in Africa videos of gameplay and make them tell us which one looks better.

I think every game console has advantages or disadvantages
once again, the cell is just an overhyped piece of machinery that isn't any different from a traditional processor.

I was just about to post this. 3 PS3 fanboys only (including Megadude with that useless comment) is pretty good for 6 or 7 pages of a thread.
I tend to agree with OP on this one.
Time and funding are clearly bigger factors than hardware between the PS3 and 360.
I mean look at Resistance 2 and Gears 2, they aren't massive leaps over their predecessor because they only had about 2 years. I also believe that Uncharted 2 won't be as big of a leap from Uncharted 1 as some people are expecting. Yes I've seen the videos, it looks great, but so did Uncharted 1. I'm expecting a Gears 1 to Gears 2 leap (obviously on an already better level, but the difference would be the same).
I'd be surprised if by the end of this generation, we see a game from either platform coming out that is graphically superior to anything on the other platform in every technical aspect (artistic style is definitely subjective in terms of appreciation).
Interesting!! Can we not compare, Killzone 2 to Halo 3, technically? You say the art styles are different, but the technology behind them is also different. So couldn't it be that Killzone 2 is technically superior.

This will stop fanboys from argueing but than again they awways come up with new ideas
