Yes, for several reasons:
1) It's 40 weeks worth of sales
2) It crossed a milestone (4 million)
3) It outsold MGS3.
Had it been adjusted from 3.7 million to 3.83 million, it wouldn't be as significant. But even 130k is pretty big, considering how rarely games are adjusted by that much (Resistance 2 was adjusted down 40k, too)
