Picard. He is a better captain. And he isn't a manwhore.
I go Picard.
Picard was just the better man... more proffesional. Less "seat of the pants" yet always knew when the Prime Directive had to be broken or they needed an alternate way to work around things... and he was a lot smarter.
Edit: The non manwhore thing is a good point too... Kirk is lucky he didn't die of space syphllius or start a war against the federation for sleeping with the daughter of some Alien Race emperor's daughter.
Also Picard had to deal with Q.

Oh, also Picard was really a scientist at heart too... which you don't get to see enough kickass scientists... also he disliked being around children. I mean who can't sympathise with that?

Depends totally on the situation for me, Picard to make the right choices, and shoot to kill with that blaster. Kirk if we're in a bind and there seems to be no way out Kirk finds a way. Two different styles needed for two different types of situations really.
