I was thinking of picking this up but before i do i wanted to know one important thing.

Can you play Sonic 2 & 3 plugged into Sonic & Knuckles like you could on the genesis?

No. But I just read that they're currently in the process of making an XBLA version of Sonic & Knuckles with lock-on implemented.

Just buy the old GC/PS2 Sega Mega Collection. It had SOnic and Knuckles + Sonic 3 working just fine.
