I get most all my Part 1 units to 20 or 20/1 by the end of Part 1.  Spread your experience wisely and dump a couple you won't use (Meg... Fiona...) and it's easy.

Part 3? Don't really recall, but she never was that much of a burden for me. Part 3 was relatively easy overall, at least early on.

yea i'm halfway through level 1-8 right now and edward is 19 almost 20. jill is 1 (though you can't use this level). leonardo lvl. 2. those are really only ones using. I have nolan there standing by edward for the earth support.

but otherwise planning on using zihark instaed. i have enough axe weilders that i'm gonna be using that gonna use two trueblades. But really in part 1, you can't really level them up beyond tear 2, level 1-4. the experience gained is just too small.

so i'll probably have a zihark, leonardo, edward, jill, sothe, around level 4 when i get them back in part 3. and of course Miciah at level 1. and just leave nolan sitting in the background so edward doesn't get hit, lol

Jill joins just after the middle or so IIRC.  The real problem is her low speed (18-19's) which lets enemies double her and her low HP (27-29) which lets her die easily.    By comparison, Haar will have a speed in the 20s and HP over 40 during the same timeframe.
