Many will probably disagree, but I always felt that Cloud/Squall/Zidane/Tidus were all whinier than Vaan was, to varying extents.

wht about that guy from enchanted arms.. the guy who plays the musical instrument.. and when you finally finish a battle.. he goes "the final blow..."

THAT was annoying.

If I had to rate them in terms of whinage (is that even a word?), then it would probably be something like this:

 

Squall (whine master) > Cloud > Tidus = Zidane (they both had whiny moments, but weren't intrinsically whiny) > Vaan

Zidane wasn't whiny at all! He was more of an anti-hero than anything else.

i think cloud whines more than squall....cloud would be my choice for the biggest whiner

Well, there was that whole portion of the game where he went emo though after learning about his origins.
